Job Description

Reporting to the Facilities Management Manager, the appointee will be required to:

  • develop, review and monitor the implementation of the procurement policies and procedures of the Institute;
  • oversee the entire procurement process, which includes new vendor sourcing, vendor selection, preparation and review of RFQs or tender documents, quotation analysis, price negotiation, placing purchase orders, and ensuring timely delivery of goods and services;
  • manage the authorized supplier list, regularly monitor and evaluate the performance of vendors to ensure compliance with safety standards, competitive terms, pricing standards, service standards, and sustainability consideration;
  • carry out compliance checks on the tender or quotation process, and provide guidance to users on procurement policies and procedures when necessary;
  • use systems for data management and reporting to ensure accuracy and timeliness of procurement data, transactions, and vendor information;
  • review the work process, suggest appropriate enhancements, and provide administrative support to the team;
  • perform any other duties as assigned. 

Requirements

Requirements:

  • A recognized degree in Procurement, Supply Chain Management, Logistics, Business or related disciplines; holder of CIPS or CPSM a definite advantage;
  • At least five years’ relevant working experience in sizable organizations, with at least two years of supervisory experience;
  • Have a good understanding of governance and compliance in the public sector;
  • Hands on experience in using ERP system is preferred;
  • Strong negotiation skill, analytical and numerical ability;
  • A good team player with a strong sense of responsibility, as well as good interpersonal and time management skills;
  • Good command of both written and spoken English and Chinese, with fluency in Putonghua being an advantage; and
  • Proficiency in MS Office applications and Chinese word processing.
